ECE R148 / R149 Explained for LED Driving Lights

If you sell automotive lighting into Europe, the letters ECE come up in almost every buyer conversation. Distributors ask for “E-mark” products, marketplaces ask for certificates, and customs officers occasionally ask why a carton full of light bars is entering the EU. This guide explains what the regulations actually cover and what to request from your supplier.

The three regulations that matter most

  • ECE R10 — electromagnetic compatibility (EMC). The light must not interfere with the vehicle’s electronics. This applies to both E-marked and workshop-fitted lighting.
  • ECE R148 — light-signalling devices: position lights, daytime running lights, indicators, stop lamps and rear lamps.
  • ECE R149 — road-illumination devices: headlamps and driving lamps.

In practice, a dual-colour driving light with a white DRL ring and amber position light is often tested under several regulations at once: R148 for the DRL and position light, R149 for the driving beam, and R10 for EMC.

What “E-mark approved” should mean

An approval is issued by a national authority in a contracting country and carries a number such as E1 (Germany) or E4 (Netherlands). The approval is tied to a specific model, housing and optical design — not to a factory or a product family. That is why changing the lens, the LED or the beam angle can invalidate an existing approval.

Always ask your supplier for:

  • The approval certificate or test report, with the model number visible
  • The approval number that appears on the product label
  • An EMC (R10) report for the driver or harness if it is supplied separately
  • The country of the issuing authority

Which products in a typical catalog carry E-marks

Heavy-truck and European-focused products are usually certified first because that is where demand is strongest. Examples in our catalog include the ECE E-mark heavy truck extraljus light, the E-mark R148/R149 7 inch round work lamp, and the anti-glare ramp light bar designed for European trucks.

Anti-glare and dazzle control

European buyers increasingly ask about glare, not just brightness. Anti-glare optics, sharp cut-offs and dedicated low-beam patterns matter for markets where lighting is inspected during road-worthiness tests. Products described as “no dazzling” or “anti-glare” should come with a beam pattern drawing so your customer can compare it with local rules.

Voltage and Canbus for European vehicles

Most European trucks run 24V while cars and pickups run 12V. A 9–32V driver covers both. For modern vehicles with bulb-failure monitoring, a Canbus-ready driver or a load resistor prevents dashboard errors — a common complaint in reviews when it is missing.

Labels, packaging and user instructions

A compliant product is not only about the light itself. Cartons and manuals should show the model number, voltage, IP rating and the approval mark where applicable. If you are selling under your own brand, a user manual in the local language and a wiring diagram reduce returns dramatically.

How to avoid customs and compliance problems

  • Keep the approval certificate on file for every SKU you import
  • Match the certificate model number to the label on the carton
  • Do not mix certified and non-certified models in one SKU
  • Label off-road-only products clearly if they are not road-legal
